As an independent director of Fujian Star-Net Communication Co., Ltd. (hereinafter referred to as the "Company") for the seventh session of the Board of Directors, during my term of office in 2025, I have strictly followed the "Company Law," "Securities Law," "Administrative Measures for Independent Directors of Listed Companies," "Stock Listing Rules of the Shenzhen Stock Exchange," "Self-Regulatory Guidelines for Main Board Listed Companies of the Shenzhen Stock Exchange No. 1 - Standardized Operation of Main Board Listed Companies," "Articles of Association," and the Company's "Independent Director System" and other relevant regulations. I have diligently performed my duties, acted with diligence and responsibility, fully exercised the independent role of an independent director, and protected the interests of the Company and all shareholders. During the reporting period, I diligently exercised the rights granted by law, attended all relevant company meetings on time, expressed opinions on relevant proposals or issues, and conscientiously fulfilled the duties of an independent director. I. Basic Information of Independent Directors

(I) Personal Information Mr. Zheng Xianghan holds a Ph.D. degree and is a researcher, a recipient of Fujian Province's "Young Eagle Plan" for outstanding young talents. He is currently a researcher and Director of the Office of External Cooperation at the School of Computer and Big Data, Fuzhou University; President of the Intelligent Manufacturing Simulation Research Institute of Fuzhou University; Independent Director of Fujian Star-Net Communication Co., Ltd.; Independent Director of Fujian Dingdian Software Co., Ltd.; Independent Director of Fujian Provincial Tendering Co., Ltd.; Executive Partner of Qingdao Ronghai Enterprise Management Partnership (Limited Partnership); Executive Director of Fuzhou Baiyun Information Technology Co., Ltd.; Executive Director of Suzhou Baiyun Zhiqi Data Technology Co., Ltd.; and Supervisor of Fujian Jingyou Simulation Technology Co., Ltd. He also serves as a Director of the IEEE International Cloud Computing Society and is an Associate Editor-in-Chief for well-known cloud computing journals such as IEEE TCC and JCC, and Chairman of international academic conferences such as CloudCom-Asia 2013-2018 and ISDPS 2019, I-Cloud. In recent years, he has led 12 national and provincial projects, published 2 English monographs, obtained 35 invention patents, and published over 100 academic papers.

(II) Statement on Circumstances Affecting Independence During the reporting period, as an independent director of the seventh session of the Board of Directors, I possess the independence required by the "Administrative Measures for Independent Directors of Listed Companies" and have no circumstances affecting my independence.

II. Performance of Independent Director Duties in 2025
