Announcement on the Limit of Estimated Annual Related Party Transactions for 2026

I. Basic Situation of Daily Related Party Transactions
(I) Overview of Related Party Transactions
Fujian Star-Net Communication Co., Ltd. (hereinafter referred to as the "Company" or "Star-Net Communication") and its holding subsidiaries plan to sign contracts with related parties such as Fujian Electronics Information (Group) Co., Ltd. (hereinafter referred to as "Information Group"), Xiamen Ruiyunlian Innovation Technology Co., Ltd. (hereinafter referred to as "Ruiyunlian"), Guangzhou Xinde Communication Technology Co., Ltd. (hereinafter referred to as "Guangzhou Xinde"), Fujian Star-Net Yuanzhi Technology Co., Ltd. (hereinafter referred to as "Star-Net Yuanzhi"), and Zhonghongda Information Technology Co., Ltd. (hereinafter referred to as "Zhonghongda") for the purchase of materials, provision of labor services, and sale of products. The total amount of daily related party transactions is estimated not to exceed RMB 120.735 billion by December 31, 2026.
(II) Approval Procedures
The aforementioned annual estimated daily related party transactions have been reviewed and approved by the Sixth Specialized Committee Meeting of the Seventh Board of Directors of Independent Directors; reviewed and approved by the Nineteenth Meeting of the Seventh Board of Directors; and will be submitted to the 2025 Annual Shareholders' Meeting for review.
