To all shareholders and shareholder representatives:
As an independent director of Northern Huachuang Technology Group Co., Ltd. (hereinafter referred to as the "Company") for the eighth board of directors, I have strictly followed the "Company Law of the People's Republic of China," the "Management Measures for Independent Directors of Listed Companies," the "Shenzhen Stock Exchange Listed Company Self-Regulatory Supervision Guidelines No. 1 - Normative Operation of Main Board Listed Companies," and other relevant laws, regulations, and the "Articles of Association" and "Independent Director Work System" in 2025. I have diligently and faithfully performed my duties, attended board meetings, special committee meetings, independent director meetings, and general meetings of shareholders held by the Company in 2025. I have carefully reviewed the proposals and materials for each meeting and made independent judgments, expressed opinions on significant matters, and effectively protected the legitimate rights and interests of the Company and its shareholders, especially minority shareholders. I, Chen Shenghua, born in 1970, am a Chinese national with a master's degree. I am a senior certified public accountant in China, a senior accountant, a national accounting leading talent, and hold EMBA from China Europe International Business School and DBA from CKGSB. I am currently an independent director of the eighth board of directors of the Company, the honorary director and senior partner of the management committee of Beijing Xinghua Certified Public Accountants (Special General Partnership), a member of the Policy Committee of the Beijing Institute of Certified Public Accountants, a visiting professor at the School of Accounting of Central University of Finance and Economics, and an independent director of Huaxia Bank Co., Ltd.
