(I) Background of This Issuance
- National Policies Continue to Support High-Quality Development of the Nuclear Technology Application Industry
The nuclear technology application industry is an important foundation for national defense security and economic development, as well as an important area for cultivating new quality productive forces. In 2024, the National Nuclear Energy Agency and twelve other departments jointly issued the "Three-Year Action Plan for High-Quality Development of the Nuclear Technology Application Industry (2024-2026)," which proposes that the development of the nuclear technology application industry is an inevitable trend to adapt to the new round of scientific and technological revolution and industrial transformation, expand the application fields of nuclear technology, and promote the high-quality development of the nuclear industry. It is an important empowering means to support the transformation and upgrading, quality improvement, and efficiency enhancement of various sectors of the national economy. By 2026, the direct economic output value of the nuclear technology application industry is expected to reach 400 billion yuan, explicitly supporting the development of key areas such as electronic accelerators, nuclear medicine, and isotopes. In 2025, the "Atomic Energy Law of the People's Republic of China" will be officially promulgated, clarifying the national support for technology research and development and supervision in the field of nuclear technology application, providing legal guarantees.
