Special Reminder: The proposed re-appointment of the accounting firm for Yibin Wuliangye Co., Ltd. (hereinafter referred to as the Company) for the 2026 fiscal year complies with the "Measures for the Selection and Appointment of Accounting Firms by State-owned Enterprises and Listed Companies" (Cai [2023] No. 4) issued by the Ministry of Finance, the State-owned Assets Supervision and Administration Commission of the State Council, and the China Securities Regulatory Commission.
I. Basic Information on the Proposed Re-appointment of Accounting Firm
(I) Firm Information
- Basic Information Tianzhi International Certified Public Accountants (Special General Partnership) (hereinafter referred to as Tianzhi International) was founded in December 1988, with its headquarters in Beijing. It is a large-scale comprehensive consulting firm specializing in audit and attestation, capital market services, management consulting, government consulting, tax services, legal and liquidation services, information technology consulting, engineering consulting, and enterprise valuation.
The Chief Partner of Tianzhi International is Qiu Jingzhi. Its registered address is located in Area A-1 and Area A-5, Building 68, Chegongzhuang West Road, Haidian District, Beijing. Its organizational form is a special general partnership.
Tianzhi International has obtained a practicing certificate issued by the Beijing Municipal Bureau of Finance. It is one of the first accounting firms in China to obtain qualifications for securities and futures related business, be approved to engage in audit services for super-large state-owned enterprises, obtain financial audit qualifications, obtain accounting judicial appraisal services qualifications, and obtain national qualification management for high-level practicing qualifications such as security and confidentiality qualifications for military-related sensitive business. It is also registered with PCAOB in the United States and has been engaged in securities service business for over twenty years.
As of December 31, 2024, Tianzhi International has 90 partners and 1,097 certified public accountants. Among them, 399 certified public accountants have signed audit reports for securities services.
