2025 Annual Report of Independent Director (Song Qichao)

To the Esteemed Shareholders and Representatives:

In 2025, as an independent director of Wuxi Xin Hongye Cable Technology Co., Ltd. (hereinafter referred to as the "Company"), I have strictly followed the requirements of relevant laws, regulations, and normative documents such as the "Company Law," "Securities Law," and the "Administrative Measures for Independent Directors of Listed Companies," as well as the "Company Articles of Association" and the "Work Rules for Independent Directors." With a sense of responsibility to all shareholders, I have diligently and faithfully performed my duties as an independent director, fully leveraging the independent role of an independent director, and actively safeguarding the interests of the Company and the legitimate rights and interests of shareholders, especially small and medium shareholders. Herein is my report on the fulfillment of my duties as an independent director in 2025:

I. Basic Information of the Independent Director

I, Song Qichao, born in 1973, am a Chinese national with no permanent residency abroad. I hold a doctoral degree in engineering, with a bachelor's degree in Electrical Insulation and Cables from Harbin Institute of Technology and a doctoral degree in Precision Instruments and Mechanics. From July 1997 to September 2019, I served as Deputy Dean, Professor, Teaching Master, Director of the Intelligent Control Research Institute, Director of the Electrical Information Engineering Training Center, and Associate Professor at the School of Electrical and Information Engineering, Heilongjiang University of Science and Technology. Since September 2019, I have been a Professor and Discipline Leader at Wuxi Vocational and Technical College. Since June 2023, I have served as an independent director of Xin Hongye.

During my tenure as an independent director of the Company, I have not held any positions other than independent director within the Company, nor have I held any positions in companies of major shareholders. There are no relationships between me and the Company or its major shareholders that would hinder my independent and objective judgment, nor are there any circumstances that affect the independence of an independent director. This is in compliance with the requirements of the "Administrative Measures for Independent Directors of Listed Companies" and the "Normative Operation Rules for Listed Companies on the GEM" of the Shenzhen Stock Exchange, as well as other relevant laws, regulations, and normative documents, and the "Company Articles of Association" and the "Work Rules for Independent Directors" regarding the independence of independent directors.

II. Overview of Independent Director's Performance in the Year
