I. Background of the Issuance of Shares to Specific Objects
(I) The World Enters a New Round of Artificial Intelligence Competition, and China Establishes "AI+" as a National Strategic Action
Since the launch of ChatGPT in November 2022, the wave of AI has swept the globe, profoundly changing production and lifestyles at an unprecedented speed, scope, and depth. Industries have undergone two rounds of transformation – informatization and digitalization – and are now accelerating towards intelligent transformation. Major countries and regions worldwide are elevating artificial intelligence to the level of national strategy, such as the "Project Stargate" launched by the United States in January 2025 and the "AI Continental Action Plan" released by the European Union in April 2025.
China attaches great importance to the innovation and development of the artificial intelligence industry. National leaders have pointed out that "artificial intelligence is a strategic technology leading this round of scientific and industrial revolution, with a strong 'leading goose' effect of spillover and driving." In March 2024, "AI+" was written into the Government Work Report for the first time, emphasizing the important role of artificial intelligence in promoting economic and social development. In March 2025, the Government Work Report clearly proposed to "continuously promote the 'AI+' action" and "support the widespread application of large models." In October 2025, the "Proposals of the Central Committee of the Communist Party of China for the Formulation of the 14th Five-Year Plan for National Economic and Social Development" proposed to comprehensively implement the "AI+" action, strengthen the efficient supply of computing power, algorithms, and data, seize the commanding heights of AI industry applications, and empower all industries in an all-round way, making it one of the key tasks to promote the development of new quality productive forces and high-level scientific and technological self-reliance during the "14th Five-Year Plan" period. In March 2026, the Government Work Report clearly proposed to build new forms of intelligent economy. It emphasized accelerating the promotion of new-generation intelligent terminals and intelligent bodies, promoting the commercial and large-scale application of artificial intelligence in key industries, and fostering new business formats and models of intelligent native ecosystems. It also called for supporting the construction of open-source AI communities to promote the prosperity of the open-source ecosystem. It proposed implementing new infrastructure projects such as ultra-large-scale intelligent computing clusters and computing-electricity coordination, strengthening national integrated computing power monitoring and scheduling, and supporting the development of public cloud. It also called for accelerating the development of satellite internet and upgrading the "5G+ Industrial Internet" model. Furthermore, it emphasized deepening the development and utilization of data resources, improving the basic system of data elements, building high-quality datasets, and perfecting AI governance.
According to data released by the Ministry of Industry and Information Technology, by 2025, the number of artificial intelligence enterprises in China will exceed 62,000, and the scale of the core industry will exceed 1.2 trillion yuan. Currently, artificial intelligence applications have covered key industries such as steel, non-ferrous metals, power, and telecommunications, gradually penetrating key aspects such as product research and development, quality inspection, and customer service. In terms of computing power, by the end of 2025, China will have built 42 exascale computing clusters, with intelligent computing power exceeding 1,590 EFLOPS, ranking among the top globally and strongly supporting the rapid development of China's artificial intelligence industry.
(II) China's Digital Economy Development Continues to Deepen, Laying a Solid Foundation for the Development of "AI+"
