Issuance Sponsorship Letter
Declaration of the Sponsor and Sponsor Representatives
Zhongtai Securities Co., Ltd. (hereinafter referred to as "this Sponsor," "the Sponsor," or "Zhongtai Securities") has accepted the engagement by Jinlei Technology Co., Ltd. (hereinafter referred to as "Jinlei Technology," "the Company," or "the Issuer") to act as the sponsor for the Issuer's issuance of A-shares to specific targets (hereinafter referred to as "this Project"). Chi Yuanxing and Zhang Jingqun are the designated sponsor representatives responsible for this recommendation, and this issuance sponsorship letter is hereby issued to the Shenzhen Stock Exchange.
This Sponsor and the project's sponsor representatives have acted in accordance with the Company Law of the People's Republic of China, the Securities Law of the People's Republic of China, the Administrative Measures for the Registration of Securities Issuance by Listed Companies, the Administrative Measures for the Sponsorship of Securities Issuance and Listing, and other relevant laws, regulations, and provisions of the China Securities Regulatory Commission (hereinafter referred to as "CSRC") and the Shenzhen Stock Exchange (hereinafter referred to as "SZSE"). We have acted with honesty, integrity, and due diligence, strictly following established business rules, industry practice standards, and ethical codes to issue this sponsorship letter, and we guarantee the truthfulness, accuracy, and completeness of the documents provided.
Unless otherwise specified, the abbreviations or terms used in this issuance sponsorship letter have the same meanings as those defined in the "Jinlei Technology Co., Ltd. 2026 Annual Prospectus for Issuance of Shares to Specific Targets."

He has led or participated in IPO projects for Lan Jian Intelligent, Huangpai Home Furnishings, and Hengji Shares; private placement projects for Jinlei Technology, Xiling Power, Luyin Investment, Xinhua Medical, Dajin Heavy Industry, and Shuifa Gas; convertible bond projects for Luokai Shares; exchangeable bond projects for Laigang Group and Luyin Investment; financial advisory projects for Luyin Investment's 2018 major asset purchase; and financial advisory projects for control changes in Yabo Shares, Gongda Electroacoustic, and Jiahua Shares. He possesses extensive investment banking experience and project execution capabilities.

He has led or participated in the IPO project for Jianhui Information; the IPO guidance and listing application project for Meike Shares; private placement projects for Minhe Shares and Tianshi Marketing; the rights issue project for Xinao Shares; the convertible bond project for Gaoce Shares; the major asset restructuring project for Tasly; and asset-backed securities and asset-backed note projects for Tianshi Marketing. He possesses extensive investment banking experience and project execution capabilities.
