Statement
Western Securities Co., Ltd. (hereinafter referred to as "Western Securities," "Sponsor," or "Sponsoring Institution") accepted the commission from Xi'an Tianhe Defense Technology Co., Ltd. (hereinafter referred to as "Tianhe Defense," "the Company," or "the Issuer") to act as the sponsor for the Company's current issuance of shares to specific targets. Upon accepting the commission, this Sponsoring Institution designated Zhai Xiaodong and Xue Bing as the two sponsoring representatives responsible for the sponsorship work of this issuance.
This Sponsoring Institution and the sponsoring representatives, in accordance with the "Company Law of the People's Republic of China," the "Securities Law of the People's Republic of China," the "Administrative Measures for the Registration of Securities Issuance by Listed Companies," the "Administrative Measures for Securities Issuance and Listing Sponsorship Business," the "Guidelines for Information Disclosure and Format of Companies Issuing Securities No. 27 — Issuance Sponsorship Letter and Issuance Sponsorship Work Report," and other relevant laws, regulations, and the provisions of the China Securities Regulatory Commission (hereinafter referred to as "CSRC") and the Shenzhen Stock Exchange, have acted with honesty, trustworthiness, and due diligence. We have strictly followed the legally formulated business rules, industry practice standards, and ethical codes to issue this Issuance Sponsorship Letter, and we guarantee the authenticity, accuracy, and completeness of this document.
Unless otherwise specified, the abbreviations used in this Issuance Sponsorship Letter have the same meanings as those defined in the "Xi'an Tianhe Defense Technology Co., Ltd. 2024 Annual Issuance of Shares to Specific Targets Prospectus."

Zhai Xiaodong: Sponsoring representative for this project. Possesses sponsoring representative qualifications. Has presided over or participated in sponsorship and underwriting projects such as the IPOs of Zhongxin Travel, Keming Noodle, Xinleining, Sailong Pharmaceutical, and Guolian Shares. Also responsible for or participated in financial advisory projects such as the acquisitions of Kelin Environmental Protection and Tus-Sound. Possesses extensive investment banking experience.
Xue Bing: Sponsoring representative for this project. Possesses sponsoring representative qualifications. Has participated in or been responsible for IPO projects such as Warner Pharmaceuticals (688799.SH), Nanxin Pharmaceutical (688189.SH), Aibulu Environmental Protection (301259.SZ), and Jiudian Pharmaceutical (300705.SZ); as well as the "14 Wugang Bonds" (122366), "16 Liantou 01," Founder Technology corporate bonds, NEEQ listing for Digital Certification, and NEEQ listing for Jiahe Biotech.
Yang Fan: Project coordinator for this project. Previously responsible for and participated in the IPO project of Shaanxi Energy (001286.SZ); major asset restructuring projects for Jinjia Shares (002191.SZ), Lanfeng Biochemical (002513.SZ), and Shaanxi Jinye (000812.SZ); and refinancing projects for Caihong Shares (600707.SH) and Qinchuan Machine Tool (000837.SZ). Possesses professional knowledge and industry experience in IPOs, M&A, and refinancing projects.
