On April 14, 2025, the Company received the "Notice of Case Filing" (Document No. 0142025025) issued by the China Securities Regulatory Commission (hereinafter referred to as "CSRC"), due to the Company's suspected false records in periodic reports and other financial data. According to the "Securities Law of the People's Republic of China" and the "Administrative Penalty Law of the People's Republic of China," the CSRC has filed a case against the Company. On September 12, 2025, the Company and relevant parties received the "Advance Notice of Administrative Penalty" (Document No. [2025]10) issued by the Beijing Regulatory Bureau of the CSRC. - Huang Yongjun, male, born in May 1974, then Chairman and General Manager of Orientcom, actual controller of Orientcom, and director of Beijing Taice Technology Co., Ltd. (hereinafter referred to as "Taice Technology"), residing in Pudong New District, Shanghai.
- Xu Shaopu, male, born in May 1971, then director, deputy general manager, financial director, and board secretary of Orientcom, and director of Taice Technology, residing in Chaoyang District, Beijing.
- Li Chen, male, born in May 1977, served as chairman and legal representative of Taice Technology from December 2018 to December 2021, and vice general manager of Taice Technology since December 2021, residing in Pudong New District, Shanghai.
- Li Peng, male, born in June 1976, served as general manager of Taice Technology since September 2019, and chairman and legal representative since December 2021, residing in Tianya District, Sanya City, Hainan Province.

- Chen Zhongguo, male, born in June 1978, served as deputy general manager and supervisor of Taice Technology from December 2018 to December 2021, residing in Fanchang District, Wuhu City, Anhui Province.
According to the relevant provisions of the "Securities Law of the People's Republic of China," our bureau conducted an investigation into Orientcom's illegal information disclosure and fraudulent issuance behaviors, and legally informed the parties of the facts, reasons, basis for the administrative penalty, and the rights entitled to the parties. A hearing was held at the request of Orientcom, Huang Yongjun, Xu Shaopu, Li Chen, Li Peng, Qi Hong, Li Ning, and Chen Zhongguo, to listen to the statements and defenses of the parties and their agents. The case has now been investigated and concluded.
Upon investigation, it was found that Orientcom had the following illegal facts:
