Announcement on Changes in Company Director Positions and Election of New Directors

I. Changes in Director Positions
China Energy Conservation and Environmental Protection Group Co., Ltd. (hereinafter referred to as the "Company" or "CECEP Techand") recently received a written report from its Director and Deputy General Manager, Mr. Yang Kaihua, with the following details:
Due to work changes, Mr. Yang Kaihua will no longer serve as a Director, Deputy General Manager, or member of any special committee of the Board, nor will he hold any other positions in the Company. Mr. Yang Kaihua's work change has not resulted in the number of directors on the Company's Board falling below the legal minimum. His written report takes effect from the date it is delivered to the Board. Mr. Yang Kaihua's term as Director was originally scheduled to end on March 14, 2027, and his term as Deputy General Manager was originally scheduled to end on March 14, 2027. Mr. Yang Kaihua's work change will not affect the normal operations of the Company and the Board.
As of the disclosure date of this announcement, Mr. Yang Kaihua does not hold any shares in the Company, and he has not failed to fulfill any commitments during his tenure.
