Announcement on Proposed Change of 2026 Audit Firm

Special Notes:
- The audit opinion for Shenzhen China New Information Technology Co., Ltd.'s (hereinafter referred to as the "Company" or "this Company") 2025 annual financial report was a standard unqualified opinion.
- Reason for Change: The former accounting firm, Lixin Certified Public Accountants (Special General Partnership), has provided audit services to the Company for five consecutive years. In accordance with the relevant regulations of the Shenzhen State-owned Assets Supervision and Administration Commission, to ensure the independence and objectivity of the Company's audit work, and considering the Company's business development and overall audit service needs, the Company, in accordance with the "Administrative Measures for the Selection of Accounting Firms by State-owned Enterprises and Listed Companies" and other relevant regulations, and based on the results of public bidding, proposes to appoint Tianzhi International Certified Public Accountants (Special General Partnership) (hereinafter referred to as "Tianzhi International") as the Company's 2026 annual financial report audit institution and internal control audit institution.
- This change of accounting firm has been reviewed and approved by the Board of Directors' Audit Committee and the Board of Directors, and is subject to the approval of the Company's shareholders' meeting.
- This change of accounting firm complies with the provisions of the "Administrative Measures for the Selection of Accounting Firms by State-owned Enterprises and Listed Companies" (Cai Kuai [2023] No. 4) issued by the Ministry of Finance, the State-owned Assets Supervision and Administration Commission of the State Council, and the China Securities Regulatory Commission.
I. Basic Information on the Proposed Change of Accounting Firm
(I) Firm Information
- Basic Information Tianzhi International was founded in December 1988, with its headquarters in Beijing. It is a large-scale comprehensive consulting firm specializing in audit and attestation, capital market services, management consulting, government consulting, tax services, legal and liquidation, information technology consulting, engineering consulting, and enterprise valuation.
Tianzhi International's chief partner is Qiu Jingzhi. Its registered address is Building A-1 and A-5, No. 19 Chegongzhuang West Road, Haidian District, Beijing. It is organized as a special general partnership.
Tianzhi International has obtained a practicing certificate issued by the Beijing Municipal Bureau of Finance and Taxation. It is one of the first Chinese firms to obtain securities and futures related business qualifications, approved to engage in audit services for super-large state-owned enterprises, obtain financial audit qualifications, obtain accounting judicial appraisal business qualifications, and obtain national security and confidentiality qualifications for military-related secret business consulting services. It is one of the accounting firms with the highest practicing qualifications managed by the state. It is also registered with the PCAOB in the United States. Tianzhi International has been engaged in securities services for over twenty years.
As of December 31, 2024, Tianzhi International has 90 partners and 1,097 certified public accountants, of whom 399 have signed audit reports for securities services.
