I, Peng Chen, as an independent director of Suzhou Hesheng New Material Co., Ltd. (hereinafter referred to as the "Company"), have faithfully performed my duties in strict accordance with the "Company Law," "Administrative Measures for Independent Directors of Listed Companies," and other relevant laws and regulations, as well as the Company's "Work System for Independent Directors" during the reporting period. I have maintained close contact with the Company's management, the Board of Directors, and the internal audit department to stay informed about the Company's production and operational status. I have actively attended the Company's board and shareholder meetings, offering prudent and objective opinions on matters such as the Company's strategic planning and compliance issues, thereby safeguarding the overall interests of the Company and the legitimate rights and interests of all shareholders. The following is a report on my performance of independent director duties during my term in 2025:

(I) Work Experience, Professional Background, and Concurrent Positions
I, Peng Chen, male, born in September 1983, am a Chinese national with no permanent overseas residency and hold a master's degree. From July 2005 to September 2011, I served as the Secretary of the General Branch of the Youth League in the Marine Engineering Department of Jiangsu Maritime Institute. From October 2011 to April 2013, I was the Director of the Student Affairs Office in the Marine Engineering Department of Jiangsu Maritime Institute. From May 2013 to December 2015, I served as the Director of the General Office of the Navigation School of Jiangsu Maritime Institute. Since January 2016, I have been the person in charge of the Auxiliary Marine Machinery course in the Marine Engineering and Electrical Engineering School of Jiangsu Maritime Institute. I have served as an independent director of the Company since November 2021.
