I. Background and Purpose of this Issuance
(I) Background of this Issuance
- The new energy industry has entered a new stage of high-quality development, and the operational efficiency of existing assets urgently needs improvement.
In recent years, with the continuous deepening of power market reforms and the rapid growth of distributed photovoltaic installed capacity, the new energy industry is transitioning from a stage of scale expansion to a stage of high-quality development. In the field of industrial and commercial distributed photovoltaics, the pressure for local consumption of green electricity in some regions and at some times is gradually emerging. When industrial and commercial users' production loads fluctuate, electricity demand falls short of expectations, or production shutdowns and relocations occur, the electricity generated by power stations is difficult to be fully consumed locally by the original users. Some electricity is forced to be sold to the grid at low prices, directly affecting the comprehensive return level of power station assets. At the same time, computing power facilities, as a new type of energy-consuming carrier with large power consumption, relatively stable load characteristics, and certain adjustment potential, are becoming an important application scenario for local consumption of new energy and load-side regulation. By synergistically configuring distributed photovoltaics, energy storage systems, and computing power loads, and realizing the matching of new energy generation with new types of power loads, promoting the extension of new energy assets from a single power generation revenue model to a composite revenue model of "power generation revenue + energy storage regulation + computing power services" has become an important direction for the industry to improve the operational efficiency of existing assets and enhance the operational resilience of the new energy core business.
- National policies strongly support the coordinated development of computing and electricity and the integrated development of green computing power.
