IV. Safety Responsibility Safety is the prerequisite for enterprise development and the core bottom line for fulfilling social responsibility. The company always adheres to the work policy of "Safety First, Prevention First," strictly implements the requirements of "one post, dual responsibility" and "managing production and operation must include managing safety," and coordinates safety production, safe broadcasting, and anti-telecom fraud to protect the life and property safety of employees, users, and the public, as well as network security.
(I) Solidify Safety Responsibility, Protect Production and Broadcasting Guided by the "Topway Company Safety Production Root Cause Resolution Three-Year Action Plan," safety production and safe broadcasting are taken as core responsibilities, with multiple measures to build a strong safety defense line: First, comprehensively implement the safety production responsibility system, clarify safety management responsibilities at all levels, and form a safety management system covering all personnel, all processes, and all aspects. Second, regularly carry out safety hazard investigations. Throughout the year, 3 company-wide safety inspections and 26 special safety inspections were conducted, with a focus on typhoon prevention and flood control work for "Hualiusha," "Mina," and "Yangliu." Solid efforts were made in safe broadcasting, network security, and facility protection to prevent safety risks from the source. Third, strictly implement the on-duty and key period cadre on-duty system, successfully completing safe broadcasting and emergency support for more than 10 important periods such as the National Two Sessions, the Fourth Plenary Session of the 20th Central Committee, and the 80th anniversary of the victory in the War of Resistance Against Japanese Aggression. During major events, the company's ultra-high-definition construction achievements were promoted, achieving zero accidents in safe production and safe broadcasting throughout the year, effectively protecting the main position of radio and television propaganda. Fourth, strengthen emergency drills and safety training to enhance the safety awareness and emergency response capabilities of all personnel. Throughout the year, 16 safety production promotion and training sessions were organized to instill safety concepts and ensure efficient emergency response.
