Announcement of Inner Mongolia Electric Power Investment Energy Co., Ltd. on the Investment and Construction of the First Batch of 100,000 kW Wind Power Project in Kulun Banner Rural Energy Revolution Pilot County (Phase II)

Inner Mongolia Electric Power Investment Energy Co., Ltd. (hereinafter referred to as "Electric Power Investment Energy" or "the Company") at its sixth extraordinary board meeting in 2026 deliberated and passed the "Proposal on the Investment and Construction of the First Batch of 100,000 kW Wind Power Project in Kulun Banner Rural Energy Revolution Pilot County (Phase II)". The relevant matters are hereby announced as follows:
I. Overview of External Investment
(I) The first batch of 100,000 kW wind power project in Kulun Banner Rural Energy Revolution Pilot County (Phase II) was approved for project establishment in April 2025. The Board of Directors decided that its wholly-owned subsidiary, Kulun Banner Electric Power Investment New Energy Co., Ltd., will invest in its construction. The overall planned capacity of the Kulun Banner Rural Energy Revolution Pilot County project is 600,000 kW. The first phase has completed and put into operation 55,000 kW (50,000 kW wind power, 5,000 kW photovoltaic). This phase of the project obtained construction indicators on January 23, 2026, and will construct 100,000 kW centralized wind power, with supporting 5MW/10MWh grid-connected energy storage. According to the project's feasibility study report, the static investment for this project is 417.10 million yuan, and the dynamic investment is 421.93 million yuan.
(II) The Company's sixth extraordinary board meeting in 2026 deliberated and passed the "Proposal on the Investment and Construction of the First Batch of 100,000 kW Wind Power Project in Kulun Banner Rural Energy Revolution Pilot County (Phase II)". This proposal was reviewed and approved by the Strategy and Investment Committee.

II. Basic Project Information
(I) Planning Status
The overall planned capacity of the project is 600,000 kW. The first phase has completed and put into operation 55,000 kW (50,000 kW wind power, 5,000 kW photovoltaic). This phase of the project obtained construction indicators on January 23, 2026, and will construct 100,000 kW centralized wind power, with supporting 5MW/10MWh grid-connected energy storage.
(II) Project Location
The project site is located in Liujiazi Town, Kulun Banner, Tongliao City. It is about 47 kilometers in a straight line from the Kulun Banner government, with an altitude of about 360 meters. The terrain is mainly plain. Several rural roads pass through the site, making transportation convenient and meeting the conditions for large equipment transportation.
