The specific content of the decision document is announced as follows:
I. Main Reasons
During an on-site inspection by the Puding County Emergency Management Bureau, the following safety issues were found at Xiangrong Mining:
- The tailings drying area exceeds the height of the seventh-level dam, with tailings stored at an elevation of +1420m, which is 20m above the designed final elevation, and the tailings pond has exceeded its designed capacity by 540,000 m³. This violates Article 6.9.2 of the "Safety Regulations for Tailings Dams" (GB39496-2020) and is classified as a major hazard according to the "Standards for Determining Major Safety Hazards in Metal and Non-metal Mines."
- The "Production Safety License" for the tailings pond has expired, with a validity period from June 1, 2023, to May 31, 2026.
