Chapter 1 General Principles
Article 1
Archives are essential information resources and important evidence for management and operations. To strengthen the archive work of Yunnan Energy Investment Co., Ltd. (hereinafter referred to as "the Company"), standardize archive management, and ensure the completeness, accuracy, and systematic nature of the Company's archives, which reflect the Company's various functional activities and historical aspects, this system is formulated in accordance with the "Archives Law of the People's Republic of China," "Standards for Enterprise Archive Work," and other relevant regulations, combined with the Company's actual work.
Article 2
This system stipulates the institutional mechanisms for archive work, basic business requirements for archives, infrastructure construction and information technology requirements for archives, and inspection requirements for archive work.
Article 3
Company archives refer to historical records in various forms and carriers, including written documents, charts, audio-visual materials, and physical objects, generated during the Company's multiple functional activities such as party affairs, government affairs, investment, construction, operations, research and development, and production. They are an important part of the Company's knowledge assets and information resources.
Article 4
Archive work is an important component of the Company's management work, serving as a fundamental basis for maintaining the Company's economic interests, legal rights, historical appearance, and promoting corporate culture. Each department (business unit) and subsidiary must maintain the completeness, accuracy, systematic nature, standardization, and security of archives to ensure effective utilization.
Article 5
This system applies to the management of archive work at the Company's headquarters and all subsidiaries.
Chapter 2 Archive Work System and Mechanism
Article 6
The Company and its subsidiaries adhere to and strengthen the leadership of the Communist Party of China over archive work, strictly implement the "Party manages archives" requirement, and adopt a unified leadership and hierarchical management approach. Archive work is managed according to the principle of "whoever is in charge is responsible." Archive work is integrated into the Company's overall planning, work plans, and assessment and evaluation systems.
Article 7
The archive work of the Company is overseen by the designated office leader, with the Company office serving as the management department. Full-time archive personnel with professional qualifications and political reliability, who are compatible with various work tasks, are responsible for archive management. The main responsibilities of the office include:
- Establishing and improving various regulations for archive work to institutionalize, standardize, and normalize archive management.
- Responsible for the centralized and unified management of documents, technology, audio-visual materials, and physical archives of the Company and Yunnan Salt Industry Co., Ltd. (hereinafter referred to as "Salt Industry Company").
- Responsible for the collection, organization, appraisal, custody, statistics, retrieval, compilation, research, and utilization of archives, fully leveraging the role of archives in various management activities of the Company.
- Guiding, inspecting, and evaluating the archive work of subsidiaries.
- Providing business guidance, supervision, inspection, and acceptance for project archive work.
- Conducting training, visits, and collaborative activities to enhance the professional quality of archive personnel as needed.
- Carrying out information technology-related work for archive management.
Article 8
The Human Resources Department is the management department for personnel archives, with responsibilities including:
- Establishing and improving regulations related to personnel archive work.
- Responsible for the establishment, organization, archiving, and custody of personnel archives.
- Supervising, guiding, and inspecting the personnel archive management work of subsidiaries.
