In 2025, as an independent director of China Merchants Expressway Network Technology Holdings Co., Ltd. (hereinafter referred to as "the Company" or "China Merchants Expressway"), I have deeply studied and implemented the decisions of the Party Central Committee and the State Council on deepening the reform of state-owned enterprises, strictly implemented the new "Company Law" and relevant regulatory provisions of the China Securities Regulatory Commission and the Shenzhen Stock Exchange on corporate governance, and conscientiously fulfilled my duties to protect the interests of the Company and shareholders, especially public shareholders. I actively participated in company meetings, carefully reviewed various proposals of the Board of Directors and its special committees, and faithfully performed my duties as an independent director. I. Basic Information
(I) Work Experience, Professional Background, and Concurrent Positions I am Li Xinghua, currently the Dean of the China Institute of Transportation at Tongji University and a doctoral supervisor. I have served as an independent director of the Company since December 2022 and concurrently serve as an independent director of Jiangsu Communications Construction Group Co., Ltd. I meet the qualification requirements for independent directors of listed companies as stipulated by relevant laws and regulations and regulatory rules.
