To the Shareholders:
I have served as an independent director of Shandong Xintong Electronics Co., Ltd. (hereinafter referred to as the "Company") since September 9, 2025. During my term, I have strictly adhered to the "Company Law of the People's Republic of China," "Securities Law of the People's Republic of China," "Administrative Measures for Independent Directors of Listed Companies," "Shenzhen Stock Exchange Main Board Listed Company Self-Regulatory Management Guide No. 1 – Norms of Operation for Main Board Listed Companies," and other relevant laws and regulations, as well as the "Articles of Association" and the "Independent Director Work System" of the Company. I have faithfully performed my duties as an independent director, diligently and conscientiously exercised my rights, actively attended the Company's board meetings and shareholder meetings in 2025, and carefully reviewed all proposals, expressing independent opinions on relevant matters. I have actively protected the legitimate interests of the Company and its shareholders, and played a positive role in promoting the Company's standardized, stable, and healthy development. I. Basic Information of Independent Directors
(I) Personal Work Experience, Professional Background, and Concurrent Positions
Ding Qiang, male, born in 1970, Chinese national, holds a bachelor's degree, is a certified public accountant, and has no permanent residency abroad. From September 1990 to May 2007, I worked at Shandong Long-Distance Telecommunications Bureau and served as the head of the finance department. From June 2007 to January 2009, I worked at Shandong Zhongtong Technology Development Co., Ltd. as an investment director. From February 2009 to March 2012, I worked at Tiannuo Optoelectronic Materials Co., Ltd. as the executive deputy general manager and chief financial officer. From April 2012 to June 2013, I worked at Shandong Guolian Investment Co., Ltd. as deputy general manager. Since July 2013, I have served as the Chairman and General Manager of Shandong Jifu High-Tech Equity Investment Management Co., Ltd. I also serve as a director of Taihua Smart Industry Group Co., Ltd., a director of Shandong Xinde Technology Co., Ltd., a director of Shandong Shunfeng Biotechnology Co., Ltd., a director of Inspur Cloud Information Technology Co., Ltd., a director of Jifu Venture Capital Co., Ltd., a director of Kangwei Communication Technology Co., Ltd., and a supervisor of Ningbo Honghui Enterprise Management Consulting Co., Ltd. Since September 2025, I have served as an independent director of the Company.
