To all shareholders and shareholder representatives:
As an independent director of Hubei Ping An Electric Technology Co., Ltd. (hereinafter referred to as the "Company"), during my term of office, I have strictly complied with the "Company Law," "Administrative Measures for Independent Directors of Listed Companies," "Shenzhen Stock Exchange Main Board Listed Company Self-Regulatory Management Guide No. 1 - Norms for the Operation of Listed Companies on the Main Board," and other relevant laws and regulations, as well as the "Company Articles of Association" and "Independent Director Work System" and other relevant systems. In 2025, I diligently, honestly, and independently fulfilled my responsibilities, attended all meetings on time, carefully reviewed all proposals, and used my professional knowledge to express independent opinions on major company matters, effectively protecting the interests of the Company and shareholders, especially small and medium shareholders, and fully playing the role of an independent director. The following is a report of my performance in 2025:
I. Basic Information
I, Dong Liying, female, born in November 1985, am a Chinese national with no overseas permanent residency, holding a doctoral degree. From July 2007 to August 2008, I served as a technical support staff member in the papermaking project department of Dalian Bai Ao Chemical Co., Ltd.; from September 2008 to June 2014, I pursued master's and doctoral degrees in the Pulp and Papermaking Engineering Department at Dalian University of Technology and Tianjin University of Science and Technology; from September 2014 to August 2015, I served as the technical director of the papermaking project department of Daming Chemical Co., Ltd. in Langfang Development Zone; from September 2015 to August 2017, I conducted postdoctoral research at the Shanghai Institute of Ceramics, Chinese Academy of Sciences; from September 2017 to November 2020, I served as an assistant research fellow at the Shanghai Institute of Ceramics, Chinese Academy of Sciences; from December 2020 to present, I have served as an associate research fellow at the Shanghai Institute of Ceramics, Chinese Academy of Sciences; from September 2021 to August 2025, I served as an independent director of the Company.
