Announcement on the Reappointment of Audit Firm for 2025
Special Reminder: Shaanxi Meino Clean Energy Group Co., Ltd. (hereinafter referred to as "the Company" or "Meino Energy") has reappointed the audit firm for the 2025 fiscal year in accordance with the regulations set forth in the "Management Measures for the Selection of Accounting Firms by State-owned Enterprises and Listed Companies" issued by the Ministry of Finance, the State-owned Assets Supervision and Administration Commission, and the China Securities Regulatory Commission (Cai Kuai [2023] No. 4). On August 25, 2025, the Company held the 15th meeting of the third Board of Directors and the 14th meeting of the third Supervisory Board, both of which approved the proposal to reappoint Sigma Accounting Firm (Special General Partnership) (hereinafter referred to as "Sigma Firm") as the audit firm for the Company for the 2025 fiscal year, responsible for the audit of the Company's financial reports and internal controls. This proposal is subject to approval by the shareholders' meeting. The relevant matters are announced as follows:

Sigma Firm is a large comprehensive accounting firm established in 1998 based on the original Xi'an Accounting Firm (one of the first eight accounting firms established nationwide). It was approved to convert to a special general partnership accounting firm by the Shaanxi Provincial Department of Finance on June 27, 2013. Sigma Firm was registered on June 28, 2013, with its registered address at the 6th floor of the Foreign Affairs Building, No. 1 Chansha Avenue, Chanba Ecological District, Xi'an, Shaanxi Province. The chief partner is Mr. Cao Aimin. -
