As an independent director of Jinfang Energy Group Co., Ltd. (hereinafter referred to as "the Company") , in accordance with the provisions of the Company Law, the Guidelines for the Governance of Listed Companies, the Management Measures for Independent Directors of Listed Companies, the Articles of Association, and relevant laws and regulations, I have fulfilled my duties as an independent director in 2025. During my work, I have diligently performed my duties, thoroughly understood the company's operations, and faithfully fulfilled the responsibilities of an independent director. I actively attended relevant meetings, carefully reviewed various proposals submitted to the board of directors, and expressed independent opinions on related matters, effectively safeguarding the interests of the company and its shareholders, especially minority shareholders. I. Basic Information (A) Personal Information
I am Xiao Huilin, a Chinese national, born in 1979, a member of the Democratic Party (China Democratic League), with a bachelor's degree from the International Business School of Beijing Foreign Studies University, a Ph.D. from the University of Sydney, and a postdoctoral researcher at City University of Hong Kong. I mainly engage in research and think tank work related to corporate strategic management, executive team decision-making, international investment, international cooperation, and development. I have served as the Deputy Dean of the School of International Development Cooperation at the University of International Business and Economics, Deputy Secretary-General of the China International Trade Association under the Ministry of Commerce, Vice President and Senior Researcher at the Belt and Road Research Institute of the Center for China and Globalization (CCG), Executive Vice President of the South-South International Education Think Tank Research Institute, Distinguished Researcher at the Development Research Institute of Southwestern University of Finance and Economics, and a part-time researcher at the OECD. I am currently an independent director of Meiya 600107, an independent director of Jinke Services, and have served as an independent director of the company since May 2022.
