Since its establishment in 2001, Highlander has always focused on the maritime industry, with business scope covering various types of vessels in the merchant vessels, offshore support vessels, public service vessels, fishing vessels, and warships. And also operates in the field of marine information technology, including physical oceanography, marine surveying and mapping, underwater engineering, seabed observation, maritime unmanned systems, sea area management, as well as research and development, manufacturing, and operation of underwater data center. Highlander’s philosophy of independent R&D through international collaborations，and has obtained nearly a hundred patents and software copyrights. In 2021, it won the National Science and Technology Progress Award Second Prize. It has formed two major product series of navigation intelligence and ocean informationization, which are widely used in civilian and military markets. As a system solution provider, Highlander has become a typical enterprise in China with the implementation capabilities of "Intelligent ships" and "oceanology development," and is fully promoting the development of the industry. In the area of intelligent navigation, Highlander has a series of maritime products such as ship intelligent navigation system, engine room automation system, ship-shore integrated system, composite radar systems, etc., and has built a remote information service system for ships. It has the capability to provide customers with comprehensive solutions for ship intelligence. Highlander's ocean observation business is mainly carried out by its wholly-owned subsidiary, Oute (Shenzhen) Marine Technology Co., Ltd ( “Oute Marine” ). Oute Marine possesses extensive operational and project solution experiences in the field of deep-sea equipment. Its products are widely used in areas such as National Defense, Military, Scientific Research, Integrated Ocean Observing, Offshore Wind Power, Underwater Rescue, Offshore Oil and Gas, etc. Highlander's core technologies mainly focus on Seafloor Connection System, Atmospheric Diving System, Deep-sea Power Station Solutions, and Integrated Marine Engineering Capabilities. In the area of underwater data center, Highlander is the first domestic service provider of underwater data center services, offering users a full range of lifecycle services, including data center design, construction, operation, data center hosting, IT management and operation outsourcing. Commercial projects have been launched, and the first phase of the project was completed in December 2022 in LingShui, Hainan. Customers include three enterprises, such as Hainan Telecom and Atlas, and the project is a key initiative for building a Smart Hainan, supporting the secure and orderly flow of data in the Hainan Free Trade Port.
